The annexation is not legitimate

The annexation of Savoy by France, since 1860, is not legitimate.
It really exists a people of Savoy : the decree of the French National Convention of 1792, that has never been abrogated, made reference to the "sovereign people of Savoy".
Savoy has been annexed by France after the Treaty of March 24, 1860.

This treaty represents the only legitimity of the French institutions on the land of Savoy.

This Treaty preserved and spread (in articles 1 and 2) two Savoyard privileges unique in France: Large Free Trade Zone and Neutral Zone (Swiss Neutrality in case of war). The statute was approved by the plebiscite of April 22 and 23, 1860, establishing between France and Savoy a "synallagmatic" pact (of reciprocal liabilities).

Isn't this treaty, approved by a plebiscite, the proof that
the annexation of Savoy by France in 1860 is perfectly legal?

Three strong arguments demonstrate the illegitimity of this annexation :

The 1860 plebiscite is very doubtful

France, without any democratic consultation of the Savoyard people, suppressed the Neutral Zone in 1919

France, without any democratic consultation of the Savoyard People, suppressed the Free Trade Zone in 1919

From then on :

Pact is broken,
The annexation treaty is null and void,
The French institutions do not have anymore any legitimity on the land of Savoy.
